FBI Supervisory Special Agent (Retired) / Co-Founder
Kevin Horan
After 26 years of government service, Kevin retired from the Federal Bureau of Investigation as a Supervisory Special Agent for the Cellular Analysis Survey Team (CAST). He has an undergraduate degree from Syracuse University and a law degree from the University of Dayton. Prior to joining the FBI, Kevin was an Assistant Prosecuting Attorney for the Montgomery County Prosecutor's Office in Dayton, Ohio. During his time there he gained a unique understanding of the legal system, having worked juvenile crimes, preliminary hearings, grand jury and adult felonies as a criminal trial attorney. After joining the FBI in 1995, he was assigned to the Cincinnati Division, Columbus Resident Agency where he investigated violent crimes, specializing in fugitives and homicides while serving on several task forces. Given the tactical nature of his work, he was selected as a FBI SWAT team member and later an Assistant Team Leader, having served in that capacity for 22 years (the longest in division history). In 2006 he was chosen to become a founding member of the CAST unit and became a certified expert in the field of cellular record analysis and live tracking of cell phones. Since that time he has testified over 110 times in state and federal courts in 22 states and has gained national attention in numerous high profile investigations. As a certified FBI Instructor, Kevin has taught hundreds of law enforcement officers (both nationally and internationally) how to interpret, analyze and plot cellular records. As a FBI CAST Supervisor, Kevin managed 26 CAST agents between Ohio and California ensuring that critical, often lifesaving information was provided to police and prosecutors in a timely fashion. Kevin is the recipient of multiple law enforcement awards and honors, most notably the FBI Director’s Award for Distinguished Service to the Law Enforcement Community.

Lance Kepple
Lance Kepple served 22 years as an FBI Special Agent. He has successfully investigated organized crime, violent crime, drugs, public corruption, domestic terrorism, international terrorism, and piracy. He also spent seven years as an operator on the FBI Hostage Rescue Team (HRT) where he was involved in some of the highest profile and most complex operations conducted by the FBI. During his time at HRT, Lance also served as a Supervisory Special Agent, team leader for deployments, and lead planner for an operational deployment to Puerto Rico involving 900 FBI personnel.

Scott Eicher
Scott Eicher’s career in law enforcement began in Norfolk, Virginia as a police officer and Detective for the City of Norfolk. While serving as a police officer, Scott worked in patrol then the Detective Bureau on the homicide, auto theft and narcotics squads. Scott joined the FBI in 1996 and after 22 years retired as a Special Agent. During Scott’s career with the FBI, he worked as a Supervisory Special Agent managing an International Terrorism squad in Denver, Colorado. He also the Task Force Coordinator for the Rocky Mountain Safe Streets Task Force, which investigated fugitives, bank robberies and violent crimes. In 2010, Scott was one of ten FBI Agents who were selected to form the Cellular Analysis Survey Team (CAST). Scott became a subject matter expert and specialized in Historical Cellular Analysis, Mapping and Expert Testimony. He later was assigned as a National Asset for CAST in which he provided full time assistance and testimony in hundreds of cases throughout the United States. Scott has testified over 120 times and has taught historical cellular analysis to hundreds of Agents, Detectives, and Prosecutors throughout the nation. In recognition of his investigative assistance and achievements, in 2012 Scott received the FBI Director’s Award for Distinguished Service to the Law Enforcement Community.

Joe Raschke
With over 27 years of experience as a FBI Special Agent, Joe Raschke brings unparalleled expertise in investigations, technology, and training. His work has encompassed high-profile cases involving violent crimes, white-collar fraud, public corruption, and critical incident response. He has provided expert testimony in federal and state court across the United States, leveraging cellular, geolocation, and social media data to secure convictions in cases ranging from healthcare fraud to kidnapping and firearms trafficking.

FBI Supervisory Special Agent (Retired)
David Church
David’s law enforcement career began in South Carolina with the Greer Police Department in 1992 where he served as a patrolman, Detective Sergeant and Patrol Sergeant. After accepting a Special Agent appointment with the Federal Bureau of Investigation in 1996, David was fortunate to serve in many unique roles throughout his career. He primarily conducted violent crime, civil rights, and terrorism investigations while in Brownsville, Texas and Roanoke, Virginia, and was a member of the FBI’s Violent Crimes Task Force in each office. David was also selected to the FBI’s Hostage Rescue Team (HRT), where he served 8 years conducting missions in the United States and overseas. A significant part of his duties on HRT was developing and implementing communication plans utilizing multi-band radio and satellite communication platforms.

Robert Moledor
Robert (Bob) Moledor’s 36 years of career experience have included positions as a military police officer, a Special Agent with the U.S. Army’s Criminal Investigation Command that included deployments following 9/11 and Iraq in 2003 where he was the recipient of a Bronze Star.

Clay Simmonds
Clay began his law enforcement career in 1995 as a patrolman for the Charleston Police Department in Charleston, SC. Clay worked in the patrol division for two years, was promoted to detective, and assigned to the FBI Violent Crimes Task Force. On the task force, Clay investigated a myriad of violent crimes to include bank robberies, Hobbs Act robberies, multi-state drug investigations and neighborhood street gangs. The Federal Bureau of Investigation hired Clay in May 2002 and he was initially assigned to the Oklahoma City Office. In Oklahoma, Clay continued to investigate violent criminal matters and served two years as the media representative for the office.

John Dunn
John Dunn is a founder and partner in the security training and consulting firm, Strong Gate Strategies. He served the US government for 30 years – first as a Combat Control Officer in the US Air Force for 7 years, then as a Special Agent in the FBI for 21 years, and finally as a Law Enforcement Specialist with the FBI for 2 years. During his final 4 years with FBI, John was a full-time tactical instructor first at the Surveillance Training Resource Unit and then at the FBI Academy where he taught active shooter response, vehicle tactics, surveillance, defensive tactics, and high-risk warrant service to FBI Agents.

Brian Boetig has 35 years of national security, public safety, and consulting experience, including as an FBI Assistant Director, Legal Attaché to the United Kingdom, Ireland and Canada, CIA Liaison Officer, state, municipal, and university police officer, and partner with an international business advisory firm. He’s the author of dozens of articles on criminal justice topics ranging from investigative techniques to communication skills, graduate the Police Executive Research Forum’s Senior Management Institute for Police and the FBI National Executive Institute, and former instructor at the FBI National Academy. He is the Co-Founder and Principal Advisor of Global Trace, a security and safety consulting firm that serves multiple sectors, including the law enforcement community.
