Meet The Team
The roots of Precision Cellular Analysis (PCA) can be traced back to one of the greatest investigative resources ever designed for law enforcement – the FBI Cellular Analysis Survey Team (CAST). Historical Cell Phone Analysis was born in the mid-1990’s in Philadelphia, PA. An innovative FBI Special Agent came up with a novel idea of combining various law enforcement data sets and mapping the results. Using basic mapping software, an investigator could easy see “pins” on a map; visually representing the intersection of crimes and suspect/witness information. If these maps could be put in the hands of investigators, they could provide critical, potentially lifesaving, information, generate potential witnesses, and solve countless crimes. When it was later discovered that cell phone records could be mapped in a similar manner, the entire discipline of Cell Phone Record Analysis and ultimately FBI CAST began. In 2010, a small cadre of FBI Agents were selected to receive training to create the first ever class of subject matter experts in the field of cellular record analysis, live tracking of phones, training and expert witness testimony. These original 10 Special Agents came to be designated as CAST, making it an official FBI Headquarters Unit. From the original ten members, CAST has grown into a nationwide program with over 90 certified team members. CAST team members have been a key contributor to investigations worldwide and testified in well over 1000 trials, including every US Federal Court and Courts in all 50 states.
T
o be a member of CAST, FBI Agents and FBI Task Force Officers undergo a rigorous selection process involving over 400 hours of training. Almost all CAST members have a similar pedigree – they are hardworking natural leaders that are innovative and resourceful. Most come to CAST with a wealth of investigative and courtroom experience. Many have strong tactical or team/task force backgrounds with exceptional collaboration, liaison and relationship building skills. Above all, CAST members are routinely sought out as the “go to” persons in the time of crisis, not only for their technical skills but for their judgement and experience. As a result, almost every major crime in the United States has had a CAST presence, such as the Boston Bombing, Orlando Nightclub shooting, Gabby Petito investigation, Mollie Tibbets investigation, to name a few.

Our heritage is solid and our training and methods are recognized throughout the law enforcement community as the gold standard in analysis, training and testifying.
FBI Supervisory Special Agent (Retired)
KEVIN HORAN
After 26 years of government service, Kevin retired from the Federal Bureau of Investigation as a Supervisory Special Agent for the Cellular Analysis Survey Team (CAST). He has an undergraduate degree from Syracuse University and a law degree from the University of Dayton. Prior to joining the FBI, Kevin was an Assistant Prosecuting Attorney for the Montgomery County Prosecutor's Office in Dayton, Ohio. During his time there he gained a unique understanding of the legal system, having worked juvenile crimes, preliminary hearings, grand jury and adult felonies as a criminal trial attorney. After joining the FBI in 1995, he was assigned to the Cincinnati Division, Columbus Resident Agency where he investigated violent crimes, specializing in fugitives and homicides while serving on several task forces. Given the tactical nature of his work, he was selected as a FBI SWAT team member and later an Assistant Team Leader, having served in that capacity for 22 years (the longest in division history). In 2006 he was chosen to become a founding member of the CAST unit and became a certified expert in the field of cellular record analysis and live tracking of cell phones. Since that time he has testified over 110 times in state and federal courts in 22 states and has gained national attention in numerous high profile investigations. As a certified FBI Instructor, Kevin has taught hundreds of law enforcement officers (both nationally and internationally) how to interpret, analyze and plot cellular records. As a FBI CAST Supervisor, Kevin managed 26 CAST agents between Ohio and California ensuring that critical, often lifesaving information was provided to police and prosecutors in a timely fashion. Kevin is the recipient of multiple law enforcement awards and honors, most notably the FBI Director’s Award for Distinguished Service to the Law Enforcement Community.

LANCE KEPPLE
Lance Kepple served 22 years as an FBI Special Agent. He has successfully investigated organized crime, violent crime, drugs, public corruption, domestic terrorism, international terrorism, and piracy. He also spent seven years as an operator on the FBI Hostage Rescue Team (HRT) where he was involved in some of the highest profile and most complex operations conducted by the FBI. During his time at HRT, Lance also served as a Supervisory Special Agent, team leader for deployments, and lead planner for an operational deployment to Puerto Rico involving 900 FBI personnel. His last five years were spent in training for and as a member of the FBI’s Cellular Analysis Survey Team (CAST). Like all members of CAST, he became a court certified “expert” in cellular record analysis and historical cell site analysis. During that time, Lance successfully recovered numerous missing and kidnapped persons, responded to emergencies, was key in solving dozens of homicides, and testified in state and federal courts. Lance has analyzed thousands of records and had been recognized as in expert witness in both state and federal courts. During his FBI career, Lance was awarded the FBI Meritorious Achievement Medal, the FBI Medal of Excellence, and the International Association of Chiefs of Police TOP COP Award (International Honorable Mention). Previously, Lance served as an Officer in the US Air Force as a Combat Controller and Special Tactics Team Leader. He also holds a bachelor’s degree in electrical engineering from Penn State University.

SCOTT EICHER
Scott Eicher’s career in law enforcement began in Norfolk, Virginia as a police officer and Detective for the City of Norfolk. While serving as a police officer, Scott worked in patrol then the Detective Bureau on the homicide, auto theft and narcotics squads. Scott joined the FBI in 1996 and after 22 years retired as a Special Agent. During Scott’s career with the FBI, he worked as a Supervisory Special Agent managing an International Terrorism squad in Denver, Colorado. He also the Task Force Coordinator for the Rocky Mountain Safe Streets Task Force, which investigated fugitives, bank robberies and violent crimes. In 2010, Scott was one of ten FBI Agents who were selected to form the Cellular Analysis Survey Team (CAST). Scott became a subject matter expert and specialized in Historical Cellular Analysis, Mapping and Expert Testimony. He later was assigned as a National Asset for CAST in which he provided full time assistance and testimony in hundreds of cases throughout the United States. Scott has testified over 120 times and has taught historical cellular analysis to hundreds of Agents, Detectives, and Prosecutors throughout the nation. In recognition of his investigative assistance and achievements, in 2012 Scott received the FBI Director’s Award for Distinguished Service to the Law Enforcement Community. After retirement in 2019, Scott joined CellHawk/Hawk Analytics as Director of Professional Services and Senior Subject Matter Expert. In that position, Scott was responsible for development of the curriculum and training for CellHawk users. The training included cellular technology, education in and analysis of Call Detail Records (CDRs), and familiarization and utilization CellHawk analytical software. Additionally, Scott was responsible for processing requests for Professional Expert Services, which included requests for consultations, historical cellular analysis, and expert analysis and court testimony. Scott holds a BS degree in Criminal Justice and Political Science from Old Dominion University.

DAVID CHURCH
David’s law enforcement career began in South Carolina with the Greer Police Department in 1992 where he served as a patrolman, Detective Sergeant and Patrol Sergeant. After accepting a Special Agent appointment with the Federal Bureau of Investigation in 1996, David was fortunate to serve in many unique roles throughout his career. He primarily conducted violent crime, civil rights, and terrorism investigations while in Brownsville, Texas and Roanoke, Virginia, and was a member of the FBI’s Violent Crimes Task Force in each office. David was also selected to the FBI’s Hostage Rescue Team (HRT), where he served 8 years conducting missions in the United States and overseas. A significant part of his duties on HRT was developing and implementing communication plans utilizing multi-band radio and satellite communication platforms. The last six years of David’s FBI career were primarily devoted to historical cellular record analysis as a member of the Cellular Analysis Survey Team (CAST). Beginning in 2013, he accumulated over 500 hours of advanced cellular analysis training, analyzed volumes of cellular records, and was selected to be a CAST National Asset. As part of CAST, he assisted federal, state and local agencies with violent criminal investigations, fugitive apprehension, and locating missing persons. Additionally, he responded to crisis events throughout the United States to provide cellular analysis during these investigations. He has qualified and testified as an expert in historical cellular record analysis in both state and federal jurisdictions in multiple states. David retired in February 2019 after finishing his FBI career as a Supervisory Special Agent in the CAST Unit at FBI Headquarters in Washington D.C. where he managed CAST field assets and facilitated CAST training. In retirement, David has served as a Training Specialist for the FBI’s National Domestic Communications Assistance Center (NDCAC) where he developed and implemented wireless telecommunications training for state and local agencies throughout the United States. During his time away from work, David enjoys the outdoors, exercising, and spending time with his friends and family.

ROBERT MOLEDOR
Robert (Bob) Moledor’s 36 years of career experience have included positions as a military police officer, a Special Agent with the U.S. Army’s Criminal Investigation Command that included deployments following 9/11 and Iraq in 2003 where he was the recipient of a Bronze Star. Beginning in 1989 Bob served 29 years with the Columbus Division of Police where he held assignments in Patrol, the Division’s tactical street crime team, Crimes Against Property unit, Community Liaison unit, and Special Victims unit. Bob is the recipient of numerous law enforcement awards and honors, most notably the Medal of Valor. In 2007 Bob joined the F.B.I. Safe Street Task Force where he began specialized training and work in cellular records analysis. As a field asset member of the F.B.I.’s Cellular Analysis Survey Team (CAST) he has participated in hundreds of investigations of violent crimes including homicide, kidnapping, robbery, and organized criminal gangs, as well as domestic terrorism cases. Bob has analyzed thousands of cellular records from every major provider. He has produced hundreds of written investigative reports and has been admitted and testified as an expert witness in the science of Historical Cell Site Analysis (HSCA) in state and federal courts in Ohio, Indiana, Georgia, and Kentucky. Bob is also an FBI-certified instructor and provided historical cellular analysis instruction to hundreds of Agents, Detectives, and Prosecutors throughout the United States. After retirement in 2018, Bob continued with cellular analysis as a partner at Sierra Cellular Analysis Group before joining the PCA team in 2022. Bob is also an Auxiliary Sheriff’s Deputy with the Fairfield County Sheriff’s Office providing cellular analysis support, training, and expert testimony for the Sheriff's office detective bureau as well as the County Prosecutor's Office.

CLAY SIMMONDS
Clay began his law enforcement career in 1995 as a patrolman for the Charleston Police Department in Charleston, SC. Clay worked in the patrol division for two years, was promoted to detective, and assigned to the FBI Violent Crimes Task Force. On the task force, Clay investigated a myriad of violent crimes to include bank robberies, Hobbs Act robberies, multi-state drug investigations and neighborhood street gangs. The Federal Bureau of Investigation hired Clay in May 2002 and he was initially assigned to the Oklahoma City Office. In Oklahoma, Clay continued to investigate violent criminal matters and served two years as the media representative for the office. In 2012, Clay was promoted to Supervisory Special Agent and accepted an assignment to be a special assistant to the Assistant Director of Criminal Investigation Division (CID) of the FBI. This role allowed Clay to help manage and mitigate administrative tasks for agents in the field while observing the day to day management and leadership duties of executive management. The Cellular Analysis Survey Team (CAST) was officially created as a unit within CID in 2013. With the official creation of CAST, Clay was one of the first supervisors in this new unit and was responsible for coordinating training and reporting CAST successes to executive management at FBI headquarters. Clay accepted a transfer back to Charleston in 2014 and remained in the Charleston office until his retirement in May 2022. While in Charleston, Clay was certified as a CAST agent and utilized his cellular analysis skills to enhance his investigations and as well as investigations by federal, state, and local law enforcement officers. In 2019, Clay was promoted to be the CAST supervisor for the southern region of the United States. Clay led and managed 25 CAST agents from Virginia to Florida and west to New Mexico providing needed resources, guidance, and support during critical and life threatening situations. Clay has testified as an expert witness numerous times in multiple jurisdictions and his testimony has often been crucial in assisting juries with their verdicts.

DAVE MAGNUSON
Dave Magnuson is a retired F.B.I. Special Agent with 25 years of intense experience working a broad range of investigations including organized crime, drug trafficking, money laundering, terrorism, public corruption and violent incident crimes. Dave spent the last ten years as an agent with the F.B.I.’s Cellular Analysis Survey Team (CAST) where he was designated a National Asset and received specialized training and certifications in: Historical Cell Site Analysis, geo-location tracking techniques and cell phone forensics tools. Having analyzed and produced hundreds of forensic and cellular phone geo-location reports; testified in over 130 trials, hearings and depositions, Dave has been admitted as an expert witness in the science of Historical Cell Site Analysis (HSCA) in numerous state and federal courts. His experience includes conducting cellular technical assignments both domestically and overseas. In 2017, upon retirement from the F.B.I., Dave established the Sierra Cellular Analysis Group (SCAG) and continued to provide federal, state, and private entities with Historical Cell Site Analysis (HCSA) and Forensic phone examination products, including testimony. Prior to his F.B.I. career, Dave, a U.S.A.F. veteran, served at the Department of Defense (DoD) where he managed defense contracts for the development and procurement of engineering technical data for military weapons systems training devices. Dave has a Bachelor’s Degree in Business Administration and an Associate’s Degree in Electronic Engineering.

Darren earned a Master of Professional Studies degree in Cybersecurity Policy and Risk Analysis in 2018 from Utica College to go along with his Education Masters Degree from SUNY Potsdam he obtained in 1991. JOHN DUNN
John Dunn is a founder and partner in the security training and consulting firm, Strong Gate Strategies. He served the US government for 30 years – first as a Combat Control Officer in the US Air Force for 7 years, then as a Special Agent in the FBI for 21 years, and finally as a Law Enforcement Specialist with the FBI for 2 years. During his final 4 years with FBI, John was a full-time tactical instructor first at the Surveillance Training Resource Unit and then at the FBI Academy where he taught active shooter response, vehicle tactics, surveillance, defensive tactics, and high-risk warrant service to FBI Agents. During his time in the Air Force, John led teams of Combat Controllers and Pararescuemen at two different units and was deployed in support of special operations in Honduras, Haiti, Saudi Arabia, and Bosnia. After joining the FBI in 1998, John was assigned to the Los Angeles Field Office. Assigned to a Violent Crimes/Major Offenders squad, he investigated numerous bank robberies, crimes on the high seas, crimes on a Federal Correctional Institution, fugitives, and other violent crimes. In 2001, John transferred to the National Security Computer Intrusion squad in Los Angeles. At this time, he also served on the LA FBI Special Weapons and Tactics (SWAT) team. In 2003, John tried out and was selected for the FBI’s Hostage Rescue Team (HRT). During his assignment as an operator on HRT, he deployed five times to Iraq in support of counterterrorism investigations. John was an HRT assaulter, sniper, assault team leader, and sniper team leader during his time as an operator. In 2008, John served HRT as the Intelligence squad supervisor and the Technical Operations squad supervisor. In 2011, John was assigned to the Washington Field Office of the FBI and served as a Technically Trained Agent conducting sensitive technical installations in support of a wide range of FBI cases. In 2013, John served as the FBI Senior Advisor to the US Pacific Command providing advice on counterterrorism, counterintelligence, cyber, and criminal cases to the Commander of US Pacific Command. In 2015, John served as the Tactical Section Operational Support Unit Chief providing technical operations and deployment logistics support to HRT and the National FBI SWAT program. In 2017, he transferred to the Surveillance and Aviation Section, Surveillance Training and Resource Unit, as a surveillance and tactical instructor and surveillance program manager. At the end of 2019, John retired from his Special Agent position and was re-hired by the FBI as a Law Enforcement Specialist in the Practical Applications Unit at the FBI Academy responsible for warrant service, surveillance, and vehicle tactics instruction to New Agents. Currently, John works with his partners at Strong Gate Strategies providing de-escalation training, crisis management exercise support, executive protection, travel security awareness, and surveillance support/training.
